What is Chapter 135?
Chapter 135 is a sweeping 116-page law passed in July 2024 that overhauls Massachusetts firearm regulations. It mandates registration of all rifles and shotguns, restricts legal ownership, expands government tracking, establishes an enormous database (previous version was hacked) and imposes new licensing burdens on law-abiding citizens. It was signed into law, and 71 days after passage, when it looked like we would suspend it, Governor Healey declared a State Emergency and issued an “emergency preamble” that blocked citizens from suspending it through the normal referendum process.
Why are you repealing the entire law and not just the bad sections?
Chapter 135’s firearm registration and serialization mandates are the core reason we initiated this repeal effort. What many people may not realize is that our state constitution does not allow us to repeal individual sections — so to strike down these dangerous provisions, we had to repeal the whole law. That’s how the “People’s Veto” works.
Does repealing Chapter 135 eliminate all gun laws in Massachusetts?
No. Repealing Chapter 135 removes the new restrictions but leaves all existing gun laws in place—including background checks, licensing, existing red flag laws and safety requirements. Massachusetts will still have some of the strictest firearm laws in the country.
I don’t own a gun. Why should I care?
Because this is about civil liberties, not just firearms. If the state can force you to register protected property, delay your rights, and criminalize compliance errors—what’s next? Free speech? Religious beliefs? Personal data? This fight is about drawing the line.
What about school shootings and public safety?
We all want safer communities—but Chapter 135 does not address the root causes of violence. It punishes lawful citizens, not violent offenders. Solutions should focus on mental health, gang violence, and enforcement of existing laws—not infringing on rights.
What happens if the repeal passes?
Chapter 135 will be rescinded. The firearm laws in place before its passage will remain, and any unconstitutional, burdensome provisions will be repealed. No one’s rights or safety will be at risk—only overreach will be rolled back
Didn’t the Governor stop you with the emergency preamble?
The Governor signed an “emergency” clause after the law passed to block a citizen suspension. But under the Massachusetts Constitution, we still have the right to vote on it—and we will. The repeal question is on the November 2026 ballot.
