🚨 Call to Action: Ask EOPSS to REPEAL and/or SUSPEND Chapter 135’s Firearm Registration & Serialization Mandates!

On May 28, 2025, at 10am, the Executive Office of Public Safety and Security (EOPSS) will hold a public hearing on two dangerous new regulations:
👉 501 CMR 19.00 – Mandatory Firearm Registration
👉 501 CMR 20.00 – Mandatory Serialization of All Firearms

These regulations, forced into immediate effect by Governor Healey’s “emergency preamble,” will:
🔒 Criminalize lawful citizens for delays, technical issues, or honest mistakes
💻 Makes Felons out of Seniors, Veterans and Low-Income Individuals who might lack internet access or computer skills
📋 Create a vulnerable database of lawful gun owners and the guns they own — a hacker’s dream
⚖️ Violate the US Constitution, MA Declaration of Rights, federal law, privacy rights, and due process

Thousands of us fought to put Chapter 135 on the ballot in 2026. Now they’re trying to enforce it before the people even get to vote.

Dear Mr. Melander,

I am writing to formally oppose the proposed regulations 501 CMR 19.00 and 501 CMR 20.00. These rules—mandating digital-only firearm registration and serialization—are unconstitutional, discriminatory, and premature.

Some of my concerns include…

Criminals will not register or serialize their illegal guns. This targets law abiding people like me.

They disproportionately harm seniors, veterans, and low-income residents, while creating criminal penalties for law-abiding gun owners navigating unclear digital systems.

As one of over 95,000 citizens who supported the 2026 ballot referendum, I respectfully urge EOPSS to:

  1. Repeal these regulations entirely, or
  2. At minimum, suspend their implementation until after the voters decide on Chapter 135 in November 2026.

EOPPS has voluntarily suspended implementation of a number of sections of Chapter 135 already. Suspending these regulations as unimplementable and costly, until the Ballot Question is resolved is the prudent and wise thing to do.

NOTICE OF PUBLIC HEARING

Under the provisions of M.G.L. c. 30A, the Executive Office of Public Safety and Security (EOPSS) will conduct a public hearing for the purposes of gathering comments, ideas, and information concerning (2) new regulations: Registration of Firearms and Serialization of Firearms.

Summary of Proposed Amendments: 

An Act Modernizing Firearm Laws of Chapter 135 of the Acts of 2024 requires EOPSS, in consultation with the Department of Criminal Justice Information Services, to promulgate regulations governing the registration and serialization of all firearms in the Commonwealth.

Availability of Proposed Amendments:  The proposed regulations are attached and are also available on EOPSS’s website: https://www.mass.gov/orgs/executive-office-of-public-safety-and-security.  A written copy of the proposed regulations may be obtained by e-mailing a request to EOPSS Deputy General Counsel John H. Melander, Jr., at [email protected].
